Yang Yechi (杨洁篪) was appointed Minister of Foreign Affairs, replacing retired Li Zhaoxing (李肇星).
Li Haifeng (李海峰) was appointed Director of the Overseas Chinese Affairs Office of the State Council, replacing retired Chen Yujie (陈玉杰). Ma Rupei (马儒沛) was appointed Deputy Director of the office.
Chen Lei (陈雷) was appointed Minister of Water Resources, replacing retired Wang Shucheng (汪恕诚).
Wan Gang (万钢) was appointed Minister of Science and Technology, replacing retired Xu Guanhua (徐冠华).
